The Complaints Committee


Responsibilities

The Complaints Committee was created as a result of a proposal in light of Article 8 of the law allowing for the formation of NCHR.

Article 8 allowed for the formation of peripheral committees in conjunction to those constant within NCHR if a third of the Council agrees.

The Complaints Committee was started on February 18th, 2004 with a full consensus amongst the members of NCHR. Consequently, the Complaints Committee was formed and Article 15 was constituted.

Committee Functions (Article 15):

1. Receiving complaints concerning any human rights violations including civil, political, economical, and cultural rights.

2. Investigating and documenting cases.

3. Directing complaints to specialized bodies and concerned parties under the supervision of NCHR.

To ensure a Speedy and Effective Process (Article 16):

1. Creating an office that receives complaints

2. Hiring a sufficient number of personnel with legal knowledge and human rights experience.

3. Staff members will be in charge of receiving all documents pertaining to the complaints and gathering all relevant information under the supervision of the Complaints Committee or a member within.

4. If given decree from the Council, the Complaints Committee is allowed to set up branch offices in different governorates of Egypt; this is compliant to Article 15 listed above.
